[Bug]: Predict and Perps: Replace Max button with a 90% button and hide "than $x.xx"

Describe the bug

We're seeing some issues with calculating the correct amount for the "add less than $x.xx" alert message.
That error is easier to get to when clicking Max.
Since this error can be annoying and lead users to dropping off the flow if they encounter it multiple times in a row, we want to for now:

1. Revert Max to be 90%
2. Show only "Add less" instead of "Add less than $x.xx" in the error message
