Create a standalone /commit command for Claude Code and use it in the /commit-push command.

Separates commit logic into a dedicated command and simplifies push flow.

• Adds commit.md defining /commit with optional checks, branch handling, commit message guidelines, staging/committing steps, sandbox note for HEREDOCs, and reporting of commit hash/message
• Refactors commit-push.md to call /commit, trims allowed tools to push-related ones, and focuses only on pushing and final reporting
