Update `about_WQL` content

I looked into this. I think I want to add about_WQL.md to all versions but it needs to be updated to use CIM examples. For now, copy about_WQL.md to all versions.

We will update the content in a separate PR. In the subsequent PR we need to add links to about_WQL to the CIM cmdlets that can use WQL.

about_WQL has been copied to PS v7.x as part of:

• Restructure about_Logical_Operators and add -and/-or precedence example #12622

It needs to be updated as follows:

• Remove references to "Windows PowerShell" in 7.x versions.
• Remove about_WMI and about_WMI_Cmdlets from the See also in 7.x versions.
• Remove Get-WmiObject content (Get-CimInstance content already exists).
• Add additional CIM-based examples.
• Link to about_WQL in the docs for:
  • Get-CimInstance
  • Invoke-CimMethod
  • Set-CimInstance
