Patch devnet archive nodes to the latest compatible branch build

Today, the Mina archive node is has a number of bugs that have fixes merged, but are not yet in a beta or alpha release.

This ticket is to document patching the devnet with the latest archive build generated from the compatible branch.

Current Archive Image: gcr.io/o1labs-192920/mina-archive:1.4.0beta3-1a8adfa-bullseye
New Archive Image: gcr.io/o1labs-192920/mina-archive:1.4.0beta2-remove-support-for-bionic-and-stretch-cff0c25-bullseye
