Create eks-hosted template for EKS deployment of Project 2A

Acceptance criteria

eks-hosted template is created
Makefile is modified accordingly to deploy Project 2A (HMC) on EKS
equivalent variables as the other templates are used

Extra requirements:

telemetry information is collected
heartbeat information from each cluster that is running

Standalone template should be the same as hosted, so only one template is required.
