Update (development) Vagrant to 1.9.1

The development environment (mine 😉 and Docker container) is based on ChefDK. Using version 1.2.22, there are no blocking dependencies (mostly bundler) with (fairly) latest version of Vagrant (1.9.1)

Considering the limited number of people doing PR validation, please aprove the latest PR in this change (see also #170), which will effectively aprove all PRs.
