News ticker for service announcements #41
Description
A news ticker on top of the UI is needed to display important service announcements, like the following:
- Current known issues [critical]
- Upcoming application releases [warning]
- Upcoming maintenance [info]
- General news and information [info]
The three criticality levels must be possible to be shown simultaneously, ordered from most critical to least critical (but only one message per level). Warning and critical messages must not be dismissable, but informational messages can be dismissed (saved per message content).
On the admin side:
- Three message texts to enter (one per level)
- Each can be enabled separately
- Optional scheduling?
- Text formatting and links via Markdown
