feat(sims4): add ModDataChecker, ModDataContent #173

As far as I'm aware, this should be a pretty good validator/fixer for Sims 4 mods (that go in the Mods folder). Also added content detection support so I can see which mods EA keeps breaking (the scripts).

This is ready now, sorry for all the force-pushes, the upstream file uses CRLF, while others in this repo don't as far as I can see. I think that's what confused git. (I usually have core.autocrlf=input)
