When parsing tool files (JSON) in the plugin, the system unexpectedly used the CBOR serializer instead of the JSON serializer, causing a bug.
To fix this issue, we identified the relevant serializer usage points and found that the JSON serializer was not explicitly specified.
This change enforces the use of the JSON serializer by adding the required annotations.
