Describe the feature request

Work on our Procedural Scheduling feature is in-progress on the feat/procedural-scheduling-lib branch. Meanwhile, we've had several significant changes to our main develop branch, most recently #1323 (in-memory sim checkpoint).

Before releasing Procedural Scheduling, we need to rebase the feature branch from develop, resolve any conflicts, and re-test. @JoelCourtney is currently working on this & was able to rebase, but had some issues he's investigating.
