Try to setup github-workflows in place of Travis.

The initial goal was adding in Travis the dependency on eko, now we'll try to do the same with GitHub actions.

About the comments in #9:

  • now tests are in the tests folder
  • the only test present is working fine on my computer (provided that lhapdf and apfel are working correctly), even if there is not any condition to check implemented yet
