  • add evolution_PTO to the compatibility layer
  • propagate evolution_PTO
    • it will be used inside factorization (not renormalization) scale variations
  • filter max PTO for FONLL-B specific kernels

Seems to be working - not perfect, but I'd say aceptable

I believe we didn't test:

  • CC
  • IC
  • CC + IC
  • SV (w/o and w/ everything)
  • PolarizationDIS?

A few of them might be irrelevant, but the test is worth before merging.

@felixhekhorn before merging remember also to update the relevant .rst pages of sphinx docs :)
(I believe it's not clearly written what FONLL-B is, and what it's consisting in practice, that you discovered and implemented in this PR)
