Adds a configuration variable restart_fh to allow restarts on non-interval hours. See Discussion in UWM Issue #1976 for details.

- add restart_fh config variable and define restartfhtimes to
enable restarts on non-interval hours
- write info to stdout for documenting when additional restarts
will or will not be written

@jiandewang We might want to wrap this PR into UWM ufs-community/ufs-weather-model#2085. Is that OK?
