Update submodule pointers cmake and submodules containing cmake following the merges of NOAA-EMC/CMakeModules#19 and NOAA-EMC/CMakeModules#20. Also included is the change in name from
libg2tmpl_dtolibg2tmpl, which affects submodules NCEPLIBS-g2tmpl and EMC_post (NCEPLIBS-post here).This still needs to be tested - do not merge yet.
