Part of #208
In this PR I add doxygen to the build system. This will not affect any existing builds or code.
Once this PR is merged, the ENABLE_DOC=ON option will cause a doxygen documentation build.
After this is merged, I will start submitting code file changes, converting the documentation to doxygen.
Also in this PR I updated the README with a better explanation of what UPP is, from the .rst documentation.
