Second round of major UPP documentation updates #698

This PR updates documentation in the following files:

  • docs/Doxyfile.in --> Add FORTRAN_COMMENT_AFTER option to ensure that code continuing beyond the 72-character default is read as code, not comments. This ensures that Doxygen generates warnings for undocumented variables beyond 72 characters.
  • CALHEL2.f
  • CALHEL3.f
  • CALLCL.f
  • CALMCVG.f
  • CALPOT.f
  • CALRCH.f
  • CALSTRM.f
  • CALTAU.f
  • CALTHTE.f
  • CALUPDHEL.f
  • CALWXT_BOURG.f

This PR partially addresses Issue #392 .

UPP RTs have completed on Hera and Orion with this PR and no changes to results.
