fixed error in snow17_bmi update_until() function

…ses, and also moving basin-avg summations from ioModule function to main solve_snow so that they are not skipped. Lastly correcting checkall makefile typo. The model will only run correctly in nextgen for a single snowband at present. Output validated against previous version
