Fix utility bill postprocessing

Fixes 2 postprocessing errors related to mismatched data types when merging Polars dataframes.

The first is due to a Polars update that changes how blank cells are classified. The second is for mismatched data types between the baseline and upgrades for the new utility bill columns. The latter occurs when one or more runs has completely blank columns for the utility bills when other runs do not.
