Use DALI proxy to ResNet50 example. Introduce TL3_RN50_benchmark (#5792)

Updates the RN50 example to offer a DALI proxy option
Adds a new TL3_RN50_benchmark that runs a few epochs of RN50 training, for DALI and DALI proxy
