[BUG] Revert disabled netlib tests once we sort out issue with download

Describe the bug
Currently http://old.sztaki.hu/ is unstable and whole ci freezes and fails since it can't download the datasets, so following PR have disabled it #550 and #335

Need to find better way to download these datasets and once this is fixed, fix the testing part as well.
