The existing scripts and Ansible support for air-gap deployment is broken. These scripts have also been difficult to test and keep maintained; when we've tried to refresh them to keep them up to date, they've quickly broken again.
After some discussion with the project team, we're currently opting not to automate the creation of software installation mirrors for this purpose. Instead, we're providing some documentation on how the user can do this themselves.
We're also planning to document what configuration values need to change for specific deployment scenarios. For example, #882 documented the necessary configuration for an NGC-ready deployment.
This PR explicitly removes the non-functional scripts, and clarifies our documentation around this type of deployment.
