It looks like we recommend the cuda-repo-ubuntu1804-11-0-local_11.0.3-450.51.06-1_amd64.deb toolkit and driver, which is a bit older than our minimum recommended driver 450.80.02. I am ok leaving this for now, but we should test and recommend a newer driver version for future releases.

Also I am not sure what to put at https://github.com/NVIDIA/spark-rapids/blob/branch-21.12/docs/download.md, so I just leave it there. Or we just need to update in
