Add an option to "sanitize" outputs when exporting to reVX format

Consider applying some of the Checks that Mike has in his reVXOrdinances repo (e.g. https://github.com/NREL/reVXOrdinances/blob/main/reVXOrdinances/validation/constraints.py)

Also check min/max lot size for consistency

Also check for 0 values in any of the setbacks categories and check that participating and non-participating don't have the same value. If participating has larger value, maybe flag it for double checking?
