The "remove old extracted dir" was nested inside the case where the new + tar.gz doesn't exist yet. So it worked the first time, but not the second time you switched back. This should fix it, and would avoid CI problems.
I transitioned the IDF Files to 9.5, added the Sql test for 9.5 (will redo that part when 9.5 official is out), and fixed the failing tests.
Also fixed the cppcheck warnings
