Track sync status of nodes to automate validator start up

Is your feature request related to a problem? Please describe.
The tool currently launch execution and consensus clients and the user needs to wait for those clients to sync to register and run the validator node, or the user is vulnerable to downtimes.

Describe the solution you'd like
The monitoring tool referred in #31 Posmoni is now able to track sync progress for execution and consensus nodes. It offer an interface we can use to track the sync progress of those nodes and after they are synced start the validator node. Instructions to the user should be displayed to have prepared the validator keys and register the validator when the time comes.

Additional context
This issue is also related to #14. In the future, better details about the tracking progress should be made, like percentage or ETA.
