Currently repos are being tested on windows-2019. there were errors when GitHub changed windows-latest to use windows 2022.
actions/runner-images#4856

This is an example of a failing test: https://github.com/NeuroML/org.neuroml.export/runs/5358246841?check_suite_focus=true

Something related to the HDF libraries not working on windows 2022..?

Tests working fien for now on windows-2019
