In this update we are mainly changing the Makefile to re-enable local development. There were a lot of issues which we will skip an enumeration of for now.
Two other small changes that snuck in as well (arg, scope creep):
printstatement withlogginglibrary as is best practiceHTTPS_REDIRECT_URLdefault. TheDockerfileseemed to expose 443 not 8443
