Publish plugin to jetbrains market

• Rename the project to avoid conflicts with the old one in the marketplace
• Integrate changelog and release workflows based on the Jetbrains plugin template

@NikitaMishin the workflow created a draft release in my fork: https://github.com/DanielSchiavini/vyper-plugin/releases

To fix the publishing, we'll need 3 secrets to be set up in the repository. Should I create the credentials or do you want to do that? I don't mind setting it up with JetBrains, but I'll need a secure way to send you the secrets (or access to the repo so I can do it).
