Motivation

Learning the codebase a little, and helping with #10795.

Context

Ref #10795

  1. Can you put some commments nexted to the disabled ones explaining?

  2. Can you take a stab at using seds hack (and similar) I outlined in Get all shell scripts passing shellcheck #10795 (comment) to make the quotes not appear "mid-word" (or who knows, maybe it's possible to tackle the underlying shellcheck issue :)).
