Issue description

adwaita-icon-theme is not an FDO-compatible icon theme, which is the entire reason that adwaita-icon-theme-legacy was created. For compatibility reasons, I think it makes sense to replace references to adwaita-icon-theme with adwaita-icon-theme-legacy.

Apps which heavily utilise the FDO spec, sometimes have missing icons due to adwaita-icon-theme not following the spec.

Alternative

adwaita-icon-theme could be renamed to adwaita-icon-theme-minimal, and adwaita-icon-theme-legacy (the one that's actually an icon theme) could be renamed to adwaita-icon-theme.
