[staging-next] hotdoc: fix failing test on darwin

Description of changes

Fixes build failure from https://hydra.nixos.org/build/216581337/nixlog/2/tail

This did not happen on the community builder, but did seem to occur on both the x86_64-darwin and aarch64-darwin Hydra builders

  • made sure NixOS tests are linked to the relevant packages
