[WIP] cling: update to latest dev revision

Description of changes

diff is unreadable against cling/default.nix so just created a new package cling-ng for now. will migrate to correct place if this actually works.

this is not near working yet -- header files are getting pulled from my system /usr/include. not tested on xeus-cling either. this uses llvm-16 fork, but perhaps release v1.0 and the llvm-13 is more stable.

build is using latest revision.
