Easy-ITUR-468

Given a number of frequency bands and a sample rate, calculates ITUR-468 noise weighting factors that can be applied to a certain number of spectral bands (spectral resolution) equal to the number of frequency bands specified.

This is intended to be used in a processing.org sketch.

The baseline file will run if you just want to see values; uncomment the line prints to do this.
