make check does an install?

make check fails like this. Apparently make check is trying to do an install?

make[3]: Entering directory '/home/ed/bes/cmdln/tests'
 /bin/mkdir -p '/usr/local/bes-3.20.7/share/mds'
/bin/mkdir: cannot create directory ‘/usr/local/bes-3.20.7’: Permission denied

Same as before. Although those tests should work, don't focus on them until all the other issues are resolved.
