Instead of handling black cores in the javascript, we can again handle this in the submit.yml.erb more easily as there are fewer options and --exclusive let's us not care about max cores available.

Starting out in draft because we still need to solidify the language.
Note that this does have an edge case where if you leave it blank and request 'a whole node', you'll always request a 48 core node and never a 40 core.
