Community Organization text and page reference anchors #2

Reference anchors are now added to the top of our .rst pages and are
set to the convention of using the page header as the anchor text
(lower case and hyphenated). For example, an .rst file with a page
header of "Reference Me" would have a reference string as follows:
":ref:reference-me.

Major pass at the community-organization section. Still have some TODOs
to take care of, which are marked in the files.

A left over paragraph related to a term that has been removed was
discovered, and has now been removed from the draft.
