Add public method to support new dataProductDelivery services.

There are three web services that are not yet implemented in the client libary based on the OpenAPI page. These are more for interactive purposes.

1. /dataProductDelivery/status
2. /dataProductDelivery/cancel
3. /dataProductDelivery/restart

Another new method is getSensorCategoryCodes, which is a wrapper around scalardata services with an extra returnOptions = excludeScalarData
