Adding the absolute paths to library names in OCTOMAP_LIBRARIES seems to be more reliable than adding the directory to OCTOMAP_LIBRARY_DIRS (see OpenCV config).

octomap-distribution. Absolute library paths (Issue #14)
require an explicit dependency on the subproject target.
