Derive serde traits in no_std too

Previously, we only derived Serialize and Deserialize when building to std. This used to be common practice in Substrate, but it has changed now, as suggested in #130 (comment).

This PR updates the Tuxedo code to derive these traits in both targets. In doing so, it updates serde and enables the serde feature in a few Substrate core crates.
