Downgrading the .NET SDK to version 6.0.406. The 7.x.x versions of the .NET SDK are shipped with a preview version of MSBuild that does not always work. Downgrading to the latest version of 6.x.x to use a stable version of MSBuild.
According to actions/setup-dotnet#383 there is a hotfixed planned to be released sometime in March. I will see about potentially upgrading to that version when it is released.
