[BugFix] Replace some base exceptions by OpenBBError

1. Why?

   • With the new exception handlers, base exceptions are considered unexpected errors [Feature] Improve Exception handlers #6430
   • If we want to pass messages to the user, OpenBBError needs to be used

2. What?

   • Replace ValueError and RuntimeError in /providers, most of them were messages to the user
   • Fixed some pydocstyle, mypy and pylint errors

3. Impact

   • More meaningful error messages that will be displayed in Python/CLI/API
