Feature or improvement description
This PR adds additional modeling options for the transverse drag on rectangular members, including the suction-side-only formulation and relative-velocity high-pass filtering.
The new drag models can be activated through additional inputs in the MEMBERS section. The new inputs are optional, so existing input files should still work.
Related issue, if one exists
This PR expands on the simple drag model for rectangular members added in PR #2646.
