The documentation build on ReadTheDocs is set to fail on warnings. The documentation for the newly integrated OLAF feature in AD15 (#447) referenced the article by Jonkman et al for the FAST modular framework, which was also referenced in the BeamDyn documentation. This produced a duplicate tags warning that caused ReadTheDocs to fail.
This PR prepends

onto the entries for the OLAF documentation. This uses the:labelprefix:
and:keyprefix:
options ofsphinxcontrib.bibtex
