JakartaEE: IDE Tools Story for Jakarta EE 9

"Need to understand the WDT and corresponding Eclipse IDE [desktop] support for Jakarta EE 9.  Currently, it’s not happening…  What does this mean for Open Liberty and WebSphere Liberty development of applications?"

For the Eclipse IDE, I have reached out to Jasper Chui (manager for WDT). There are no resources allocated to WDT at this moment. Talked with Alasdair, and he in turn talked with Tim. No answers yet, more work to do...

Linking #18470 with this issue. There is a PR with the rename work already linked to the issue there. Hasn't been merged because the bundle is only used for tools and the only way to verify this would be to wait until this story starts being worked on and the Jakarta transformation changes are introduced in tools. An equivalent issue has been opened in the tools repo OpenLiberty/open-liberty-tools#431 so that the tools team can also verify.
