Upgrade to Gradle 8.3 and support compiling Java 21 projects (attempt #2)

• For tests that use jmock or reflection add appropriate java.lang and java.util --add-opens that aren't automatically added any longer for junit tests
• Re-introduce Upgrade to Gradle 8.3 and support compiling Java 21 projects #25239 now that unit tests will work with gradle 8.
