TOC for Get started page

When I opened the https://openliberty.io/start/ page, my browser window size was just big enough to show the "Create a starter application" section but not the others. I didn't realize until much later there are other sections on this page including all the downloads. I think adding a table of contents or something similar to this page would be good, as it would indicate that there is other content on this page.

One idea is to add a downward caret at the bottom of the page. The caret only is visible on page load and is hidden when scrolling is detected.

@natalie-bernhard is working on mocking up some ideas to help address this issue. The start page is going to get longer with #2888 so others have also suggested a TOC on the start page.

We would like to pause on this issue until we get more clarity on what will change for the homepage #2811

I like the links at the top to sections on the page versus having a table of contents on the left.
