Implement Pre-commit Git Hook for Formatting, Building and Update README

Objective: I must create a pre-commit hook script for formatting the codebase and check for any build errors before the user makes a commit.

Work Plan: I'm creating a separate repository for managing hooks, language-wise. I'll also update the README for the respective repositories to pull the hooks locally before performing commits.

@apachex692 how about pre-commit ? instead of git native one. As we discussed earlier on call normal git hooks won't be visible under VCS. What's your say?

@sugan0tech, I've reviewed pre-commit and while it manages a lots of stuff (like dependency management, hook setup etc.), it's a bit restrictive in how it works, and also, it feels like a lot for simply managing hooks. This is what their documentation for Golang says:

The hook repository must contain go source code. It will be installed via go install ./.... pre-commit will create an isolated GOPATH for each hook and the entry should match an executable which will get installed into the GOPATH's bin directory.

This language supports additional_dependencies and will pass any of the values directly to go install. It can be used as a repo: local hook.

I don't know man, you I'll let you decide. If you wanna go with it, let's do it then.

Sure @apachex692 , If we are able to do with git native hooks we can just had it and required instruction for dev setup regarding that.
