Implements pre-commit with branch/commit rules, Go fmt/vet, and golangci-lint.\n\n- Enforces branch pattern:
<type>/(OM|om)-<ticket>_<short-desc>with types: feat, feature, fix, bugfix, chore, docs, refactor, test, ci, build, perf, wip, break, revert, hotfix, security.\n- Adds Commitizen (Conventional Commits) on commit-msg.\n- Adds go fmt/vet hooks and golangci-lint.\n\nCloses #29
