New Categories for "Requisition slips"

For a long time we've hijacked this category and subclassed by specific naming patterns.
This is not maintainable and the category is bloated with all sorts of unrelated and increasingly difficult to search items.

Time to make a new category for:
Robot paints
CT-capsules, with its own tree of subcategories for robots, modules, etc.

Will also require server side bootstrapper/enum changes + resource server configs
