Key shortcuts working on the save screen

OS/device including version:
Windows 11

Issue description:
When opening any "modal-like" screen, like while saving or on the about screen, if you type anything it will trigger shortcuts. You can see it by the left tools tab changing while typing keys like "p", "e" or "r".
Sometimes it happens after an alt+tab and sometimes it doesn't, I didn't find a consistency for the issue.

• Open the program
• Open the save file screen
• Try typing anything with keys that are shortcuts, the tool you're using are going to change
